Rangappa was born on November 15, 1974, to the  Jai  Rangappa and Vinaya  Rangappa. Asha’s father was a Lt. Col. in the U.S. Army and she was born to an Indian family. Asha also has an elder sister, Menace Rangappa. She holds American citizenship and is of Indian ethnic background. As of early 2020, her age is 45.

Regarding her educational qualifications, she graduated from Woodrow Wilson School of Public and International Affairs at Princeton University. During her graduation, she received a Fulbright Scholarship in order to get an education in Colombia. Later she attended Yale Law School.
