Her father, Bert S. Wine, was a Certified Public Accountant whereas her mother Sylvia Dawn (Simon) Wine was a housewife.

She enrolled at the University of Illinois at Urbana–Champaign, where she earned a B.S. in Communication studies. Further, she attended the Columbia Law School, receiving a J.D. in 1968.

Wine-Volner started her career joining the United States Department of Justice. In the process, she became one of the first female attorneys in the organized crime section.

Moreover, she got the wide recognization, during the Watergate scandal, where she served on the staff of special prosecutor Leon Jaworski. After that, she joined a Washington, D.C. law firm.
