Her father, Bert S. Wine, was a Certified Public Accountant whereas her mother Sylvia Dawn (Simon) Wine was a housewife.

She enrolled at the University of Illinois at Urbana–Champaign, where she earned a B.S. in Communication studies. Further, she attended the Columbia Law School, receiving a J.D. in 1968.

Wine-Volner started her career joining the United States Department of Justice. In the process, she became one of the first female attorneys in the organized crime section.
